Animal Protective Services officers were responding to a call about a stray dog last week when they found the kitten with an untreated and infected severed front leg, the SPCA said.
The kitten, who officials said is named Roo, underwent emergency surgery and needed her leg amputated to stop the spread of the infection, according to the release.
While investigating the suspect in Roo's case, authorities said they found 35 more cats, a dog, a rabbit, and a turtle "living in dire conditions so bad that the home has been condemned." One kitten was found dead, they added.
"Some of the animals had injuries, including infected eyes, untreated wounds, and upper respiratory infections," said the Brandywine SPCA.
An unnamed suspect has been charged with felony aggravated cruelty to animals and two misdemeanor counts of cruelty and neglect, with "dozens of new charges pending for the rest of the animals found," officials said.
